Dogs should have some sort of shelter and at least food and water outside for them. If the conditions truly are terrible, I advise you call your local animal shelter for advice about re-placing neglected dogs. If it's not as terrible, I would talk to your neighbor, and gently suggest they should change a little. If that doesn't work, I would go back to step A and call the animal shelter. You can call pet services, or build them a doghouse yourself.
