In the Concieved fujita scale it was possible based on windspeed , but the fact is they judge by damage , not wind speeds in the old fujita scale. They figured windspeed would not matter , because the fact that the F-5 took everything , and you cannot destroy more than everything. That is why Fujita Cut the scale off at F-5.
