No, it depends on wind speed, not damage or size, but wind speed. so it could very well be an f5
Lets say a tornado had 300 km/h of wind speed; it may have not hit a city, so why should it be a F-5? If you still dont believe me do some research on them.
Ok, after doing some more research, According to several sites, the F scale is based on wind speed AS WELL AS damage done. So it is not only the damage, but also the wind speed, so yes, I was wrong as I had my facts a little off. My apologies.

Tornado classification has nothing to do with width. It’s damage. They use the damage to deduce approximate wind speeds. If a tornado does no damage it’s automatically rated ef 0 no matter the wind speed.
Wrong buddy. The wind speed has a direct correlation to damage. That’s why the wind speeds are approximates. Wikipedia the enhanced fujita scale my friend. If it does no damage it’s an ef 0 no matter the wind speed.

That’s not true; it IS by destruction. Check out the Elie, Manitoba tornado - it was rather small but was an F5 anyways. Compare it to wedge tornadoes and see the size difference.
An F0 can be larger than an F5 in width or length or volume or whatever other physical characteristics. Unlikely but possible.
Size has nothing to do with tornadoes. It’s solely based on winds peed, which is normally measured through the destruction caused.
