When a tornado is rated, it is rated by the worst damage that it caused on an uninterrupted path. If it only hit 3 houses and caused Ef-5 damage to only one house and Ef-2 to the others, it is rated an EF-5. Greensburg was mostly EF-4 damage, but there was EF-5 damage found in MANY locales.
