		<description>You are a prime example of the old adage of &#34;A little knowledge is a dangerous thing.&#34;  Every single one of your &#34;ideas&#34; is an outrageous fallacy.  
1.  Most early nuclear weapon testing was performed underground and never produced anything more than a vibration felt only within a few miles of the epicenter.  It would take a careful placement of hundreds (if not thousands) of the largest weapons ever built to produce even a low-grade earthquake.  Nothing man-made could cause a Level 6 or 7 quake.
2.  Space probes don't travel at meteor speeds and coud not exert enough momentum to divert even a meteorite the size that hit Siberia (and didn't cause any earthquakes) and certainly couldn't direct it with enough precision to AIM it at a specific continent, let alone country
3.  Nicole Tesla had a fantastic imagination, and real scientific knowledge, but no significant engineering skills, and definitely had no such device.
4. Lasers can burn through materials, and thus weaken certain structures causing a fast-moving object to lose structural integrity, but cannot &#34;shatter matter.&#34;
5.  How about examining the credibility of the &#34;someone&#34; who wrote that book, as even the concept seems to be science fiction at its worst.

And no, there is no logic to the thought that electrostatic charges could be generated that could affect even feather-light materials in any significant volume, or that it could be transmuted to even surface soil, let alone crust and magma.  Try your &#34;ruler experiment&#34; with anything larger than tiny pieces of tissue paper.
