If you live somewhere that is secluded or gets cut off from civilization in the winter, you are more likely to already have a stockpile of food, water, and other essentials on hand. For those like me that live in the city, you are less likely to have these things because of the convenience of going down to the corner. Personally, I have enough to live on till I can go shopping again. If I were to get cut off at the end of the budget cycle, I might have a problem. But I really don't see a need to be prepared for some disaster that might happen. If it happens, I'll deal with it then. I think that it depends on where you live and how you where raised.
