Is there laws against keeping a dog outside on cold weather?
It has been really cold out like negative 4 and my neighbor has their dogs outside with no shelter except for an open porch. They are just labs so it dont think it is good for them to be out. I was wondering if there are laws against this. I feel bad for them but what can i do?

Not providing proper shelter for an animal that is outside is against the law and you should report them to the humane society.
Depending on where you live, there could be. You could always call your local animal control and ask them (if it is after-hours where you live, call the regular police station, as they usually take the place of animal control).
Call the animal control and services, or the SPCA. They’ll talk to the owners and try to get them inside. If they fail to comply, and the SPCA deem the situation dangerous for the animals, they have the right to take the animals into custody, and perhaps even charge the owners with animal cruelty.
Yeah, It is animal cruelty. I would call to Animal Control and let them know what is situation with the neighbors dogs. Only a select few dogs can handle temperatures like that, but they still need warmth. A few are like Siberian Husky and St. Benards.
Yes, there are laws in every state prohibiting animal cruelty and neglect. You could make an anonymous call to the animal control officer for your city and report this if you choose to do so.
