Its a system most states have to help people out between jobs.   Since you are having the income taxes taken out of the checks, your income tax should be covered, so that should not be a problem either.  
The people dispersing the disaster relief should provide details about paying it back, but usually that type of thing is not repayable.   
Unless you fail to make payments on your bills, it should have absolutely no effect on your credit score.</description>
