		<description>Wind chill is the temperature that the average person feels in the wind. If the wind chill factor is &#34;well below zero&#34;, the average person would feel below zero temps. That's cold. I'm not around horses frequently, but if it is like that, I'd like to know that they were safely secured in a barn of any sort.</description>
