What exactly does this weather statement mean?
.HANNA EXITING THE REGION BUT CAUSING SIGNIFICANT LOW LEVEL
SHEARING TO PRODUCE POSSIBLE TORNADOES…
AT 619 PM EDT…NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED A
LINE OF ROTATING SHOWERS SPINNING AROUND THE CENTER OF TROPICAL
STORM HANNA. AT 5 PM…THE CENTER OF HANNA WAS LOCATED OVER
SOUTHWEST SUSSEX COUNTY DELAWARE. NORTH OF HANNA…THE SHOWERS WERE
ROTATING COUNTERCLOCKWISE AND THE INTERACTION WITH THE LAND IS
CAUSING SIGNIFICANT LOW LEVEL CONVERGENCE AND SHEAR TO PRODUCE
ROTATING SHOWERS THAT COULD PRODUCE SHORT LIVED VORTEX CENTERS OR
FUNNEL CLOUDS.
THESE ARE SHORT LIVED EVENTS AND IN SOME CASES VERY DIFFICULT TO
LOCATE ON RADAR. IF YOU SEE ANY SUSPICIOUS CLOUDS TAKE SHELTER
IMMEDIATELY.
I read it, and don’t get what they want us to do. Prepare for a tornado?

they are telling you that if a short lived tornado catches up with you you can’t sue them and to keep your eyes open as the eventuality might even happen eg "POSSIBLE TORNADOES" and "SHORT LIVED EVENTS"
Yes, they want you to watch the skies (as well as listen to tv or radio) and if you see any suspicious clouds to take shelter immediately, preferably in an interior room in a basement or similar shelter.
They’re saying that tornadoes are possible around the center of Hanna. They’re saying to take cover in case the NWS issues a tornado warning or if you see funny looking clouds.
Sorry I can’t help you more. I understand how tornadoes form in the typical midwestern supercell, but not so much in tropical storms.
No, they are telling you that conditions are causing wind shear, which is a sudden change in wind direction or velocity. This wind shear is causing some of the rotations that may cause funnel clouds to form.
This is more for informational purposes and advice to be wary of anything that may look like a funnel cloud because if any form they will be brief and not likely show up on doppler radar meaning there would not be an official warning.
It is not a warning or a "take cover" announcement as much as a "be advised and use your head" kind of announcement.
